TradeMark East Africa (TMEA) is an aid-for-trade organisation that was established with the aim of growing prosperity in East Africa through increased trade. TMEA operates on a not-for-profit basis and is funded by the development agencies of the following countries: Belgium, Canada, Denmark, Finland, the Netherlands, Norway, United Kingdom, and United States of America. TMEA works closely with East African Community (EAC) institutions, national governments, the private sector and civil society organisations.

TMEA, with an annual expenditure of around US$100 million, is now the leading aid-for-trade facility in the world. TMEA has its headquarters in Nairobi with vibrant and successful operations in EAC-Arusha, Burundi, Tanzania, Democratic Republic of Congo, Ethiopia, South Sudan, Uganda and Rwanda. The first phase of TMEA delivered exceptional results which directly contributed to substantial gains in East Africa’s trade and regional integration environment in terms of reduced transit times, improved border efficiency, and reduced barriers to trade.

We are now in the second phase and we aim to deliver even more large-scale impact to maximise the potential benefits of aid-for-trade interventions which lead to sustainable and inclusive prosperity through job creation, poverty reduction and enhanced economic welfare.

We are looking for high calibre, results-oriented and experienced professionals to join our team in the positions below.

Standards and Sanitary & Phytosanitary (SPS) Programme
Director, Standards & SPS
The Director, Standards and SPS will be responsible for providing strategic direction to the Standards and SPS programme, whose goal is to minimise the use of standards, technical regulations and SPS measures as barriers to trade, nationally and regionally, in the East African Community (EAC).

The ideal candidate will possess an undergraduate degree with at least 12 years of relevant working experience OR a Master’s degree with at least 10 years of relevant working experience (i.e. experience gained while working in regional integration, market access, product regulation and related areas). In addition, s/he will have a minimum of five years experience leading and managing programmes related to trade and regional integration / development co-operation in EAC countries.

Programme Officer, Standards and SPS
The Programme Officer, Standards and SPS will support the Programme Manager, Standards and SPS in the implementation of trade-facilitating Standards and SPS projects. S/he will provide technical input and programme management support, and will be responsible for the administrative and logistical functions in the unit.

The ideal candidate will possess an undergraduate degree with at least five years relevant work experience OR a postgraduate degree with at least three years relevant work experience.

This Programme Officer position is open to Kenyan nationals only.

Rwanda Country Programme
Programme Manager, OSBPs/IBM – Rwanda
The Programme Manager, One Stop Border Posts (OSBPs)/Integrated Border Management (IBM) – Rwanda will be responsible for management of the day to day implementation activities of infrastructure projects in Rwanda including OSBPs, ports and cross border markets. S/he will oversee TMEA-funded construction projects on behalf of the Government of Rwanda and ensure their timely delivery.

The ideal candidate will possess an undergraduate degree with at least 10 years relevant work experience OR a Master’s degree with at least eight years relevant work experience. In addition, s/he will have a minimum of three years of managing and coordinating projects, including monitoring and evaluation, knowledge management and communications activities for donor funded programmes.

This position is open to Rwandan nationals only.

Business Competitiveness Programme
Programme Manager, Business Competitiveness
The Programme Manager will support the development and implementation of programmes under TMEA’s Business Competitiveness portfolio. This will include: integrating public-private dialogue for trade and investment; increasing efficiency in private sector logistic service provision; increasing the export capacity of East African businesses; and ensuring more inclusive trade, particularly through enhancing the ability for women to effectively participate in trade.

The ideal candidate will possess an undergraduate degree with at least seven years of proven experience in programme/project/grant management in private sector development, value chain, logistics and/or private sector or civil society engagement in East Africa OR a postgraduate with at least five years of relevant experience.

This position is open to Kenyan nationals only.

Programme Officer, Business Competitiveness
The Programme Officer will support the development and implementation of Business Competitiveness projects through providing technical input and programme management support, including ensuring that Project Cycle Management principles are applied across the portfolio. S/he will be responsible for the administrative and logistical functions in the unit.

The ideal candidate will possess an undergraduate degree and five years relevant experience OR a postgraduate degree holders and three years of relevant experience.

This position is open to Kenyan nationals only.

Corporate Services
Human Resources Manager
The Human Resources Manager will support the Human Resources Director and team in designing sound talent attraction, management and development strategies, policies and procedures that ensure that TMEA attracts and retains skilled and highly motivated staff. S/he will work in collaboration with colleagues within the unit to ensure the delivery of effective and efficient service and the provision of an enabling working environment.

The ideal candidate will possess an undergraduate degree with at least seven years of relevant work experience OR a postgraduate degree with at least five years relevant work experience. Demonstrable people management and relationship building skills, together with the proven ability to maintain confidentiality and delicately solve sensitive matters are essential for this position.

Procurement Officer
The Procurement Officer will be responsible for ensuring that assigned country and regional procurement and contract management activities are managed and executed effectively, with a commercial focus, to deliver impact and results and to achieve the spend target.

The ideal candidate will possess an undergraduate degree with at least five years relevant work experience OR a postgraduate degree and a minimum of three years relevant work experience. In addition, s/he must have full membership of and certification by relevant professional procurement body (such as Chartered Institute of Procurement & Supply (CIPS) or Kenya Institute of Supplies Management (KISM)).
